Ms. Boggess joined the Fund in 1986, serving in various accounting and finance positions. She was appointed Deputy Director in January 2005, was named Acting Executive Director in early 2012 and was appointed as Executive Director in 2017. Prior to joining the Fund, she worked in public accounting. Ms. Boggess is a graduate of Marshall University and is a Certified Public Accountant.
Mr. Testman joined the Fund in 2016 as the Division Manager of Multifamily programs. He was named Senior Division Manager of Multifamily in 2018 and was appointed to Deputy Director of Production in September 2023. Prior to joining the Fund, he worked in commercial banking for a number of years and served in the Army National Guard. He is a graduate of West Virginia University and holds a degree in finance.
Ms. Shaffer joined the Housing Development Fund in 2011 as Assistant Legal Counsel. After serving a number of years as Senior Legal Counsel, she assumed the role of Deputy Director of Administration and General Counsel in September 2023. She graduated from West Virginia University in 2003 and earned her law degree from the West Virginia University College of Law in 2006.
Ms. Davis joined the Fund in 1992 as an Accounting Analyst. In 2005, she became a Managing Director of Finance. She assumed the role of Deputy Director of Production in July 2017. In anticipation of her late 2023 retirement, Ms. Davis took on an advisory role in September 2023. She is a graduate of Lander University in South Carolina with a degree in English and a graduate of West Virginia State University with a degree in Accounting.
Ms. Toney joined the Fund in 1990 as the Accounting Officer. In 1998 she became the Manager of Accounting and Investments and in 2005 she became the Managing Director of Accounting and Information Services. She was appointed to Deputy Director of Administration in July 2017. In anticipation of her late 2023 retirement, Ms. Toney took on an advisory role in September 2023. She is a graduate of Glenville State College with a Bachelor of Science degree in Accounting.
Ms. Leaptrot joined the Housing Development Fund in 2022. Prior to joining the Housing Development Fund, she worked in public accounting and government accounting. Ms. Leaptrot is a graduate of West Virginia State University with a Bachelor of Science in Business Administration – Accounting and is a Certified Public Accountant.
Ms. Massie joined the Housing Development Fund in 2013 as Legal Counsel for Compliance and assumed the role of Senior Legal Counsel in September 2023. She graduated from Marshall University in 2002 with a Bachelor of Science in Business Administration – Accounting and earned her law degree from the West Virginia University College of Law in 2006.
Mr. Rogers joined the Housing Development Fund in January 2015 and has over 35 years of experience in the mortgage banking and affordable housing industries. He was previously employed with the Housing Development Fund from 1996 to 2004, during which time he worked in state and federal housing programs. Mr. Rogers has a Bachelor of Science in Business Administration from West Virginia State University and a Masters of Legal Studies from West Virginia University. He is a licensed mortgage lender #52912.
Mr. Smith joined the Housing Development Fund in July 2023 and has over 34 years of experience in commercial banking industry. Mr. Smith has previous experience in commercial banking, underwriting, risk assets, and government guaranteed financing. He is a graduate of Alma College in Alma, Michigan with Bachelor of Arts Degree in Accounting and History. He has a Master of Business Administration from University of Michigan.
Mrs. Bonham joined the Fund in 2000, serving as Collection Manager. In October 2017, she was named Senior Division Manager of Loan Servicing. She has nearly three decades of experience in mortgage service.
Mrs. Colby joined the Fund in 2007, working with the Low-Income Housing Tax Credit Program. In 2014, she was named the Managing Director of the HOME Program. Currently she serves as the Senior Manager of the HOME and HTF Programs. Mrs. Colby is a graduate of the University of Charleston with a Bachelor of Science in Accounting and a Master’s Degree in Business Administration.
Mr. Leport joined the Housing Development Fund in 2004 as the Internal Auditor. He was appointed to his present position in June 2017. Prior to 2004, Mr. Leport worked in public accounting. Mr. Leport is a graduate of West Virginia University, with a Bachelor of Science in Business Administration – Accounting, and the University of Charleston where he received a Master of Business Administration degree. He is a Certified Public Accountant.
Ms. White joined the Housing Development Fund in 1999 as the Senior Internal Auditor. In 2007, she became the Managing Director of Internal Audit; in 2012, the Managing Director of Section 8; and in February 2017, was appointed to her current position. Prior to 1999, Ms. White worked in public accounting. She graduated from Marshall University and is a Certified Public Accountant.
Ms. Wilshere joined the Housing Development Fund in 1998 as the Senior Tax Credit Processor. In 2004, she became the Manager of the Low-Income Housing Tax Credit Program and was appointed to her current position in 2011. Prior to 1998, Ms. Wilshere was an accountant for several companies in the hospitality and commercial rental industries. She graduated from West Virginia State College with a bachelor’s degree in Accounting, is a Certified Public Accountant, and earned her Master’s Degree in Business Administration in 2000 from Marshall University Graduate College.
Ms. Friend joined the Fund in January 2020 as Senior Manager Human Resources. Prior to joining the Fund, Ms. Friend worked in Human Resources in the healthcare industry for 17 years. She graduated from West Virginia State College with a degree in Accounting then earned her Master’s Degree in Industrial and Employee Relations from Marshall University.
Ms. Humphrey joined the Housing Development Fund in November 2021 where she leads the Fund’s public relations and marketing efforts. She has previous experience as a newspaper reporter, copy editor, and editorial writer. Ms. Humphrey is a graduate of Marshall University with a Bachelor of Science degree in Print Journalism, and she earned her Master of Science degree in Integrated Marketing Communications from West Virginia University.
