Single-Family Programs Overview
For more than 40 years, our Single-Family Lending Division has helped low- to moderate-income West Virginians purchase their first homes more affordably. By offering low interest-rate loans and down payment assistance, our programs continue to reduce the barriers to homeownership for many West Virginians.
The Homeownership Program
The Homeownership Program makes purchasing a home affordable for West Virginians. Primarily targeting first-time home buyers, the Homeownership Program generally offers our lowest interest rates. In FY25, the Fund loaned more than $233 million to 1,347 first-time home buyers through the Homeownership Program.
Movin' Up Program
The Movin' Up Program helps moderate-income first-time or repeat homebuyers purchase a new residence. Unlike our more commonly known homebuyer programs, Movin' Up does not have a first-time homebuyer requirement.
In FY25, the Fund loaned $4.2 million to 21 borrowers through the Movin' Up Program.
Low Down Home Loan
The Low Down Home Loan can be used to cover down payment and/or closing costs, reducing the amount of out-of-pocket funds needed to purchase a home. It can be used in conjunction with both the Homeownership or Movin' Up programs to make buying a home more affordable.
About 86 percent of borrowers took advantage of this loan in FY25. The Fund loaned $9 million to 1,192 borrowers through the Low Down Home Loan.
West Virginia Veterans' Home Loan Mortgage Program
Created by the Legislature in 2024 regular session, this program was designed to offer veterans a pathway to affordable homeownership. Eligible veterans could qualify for a loan through the Fund at one percentage point lower than our Homeownership rate and access down payment assistance through the Low Down Home Loan.
This special program received $8 million in funding through a transfer from the state's Unclaimed Property Trust Fund and operated from September 2024 to February 2025. This program helped 32 veterans achieve their dreams of affordable homeownership.
On-Site Systems Loan Program (OSLP)
The On-Site Systems Loan Program is a partnership between the West Virginia Housing Development Fund and the West Virginia Department of Environmental Protection designed to help eligible homeowners repair or replace failing on-site septic systems or connect to a public treatment system. In FY25, the program loaned $145,129 to 14 property owners across the state.
