A Year of Transition and Continued Commitment

Fiscal Year 2025 was marked by change. We said goodbye to former Executive Director Erica Boggess, who proudly served the West Virginia Housing Development Fund for more than 38 years. We are deeply grateful for her dedication and contributions toward expanding affordable housing opportunities across West Virginia..

At the same time, we are pleased to welcome Nathan Testman as our Interim Executive Director. Mr. Testman has been with the Fund for nine years, most recently serving as Deputy Director of Production. Before that, he led our Multifamily Division for several years. With his leadership, we are poised to continue building upon past achievements while tackling new challenges and opportunities. The 2024 election also resulted in some new additions to our Board of Directors, including Governor Patrick Morrisey as chairman, represented by his Deputy Chief of Staff A. Todd Johnston, Attorney General John B. McCuskey, and Treasurer Larry Pack. 

Throughout this transition, our commitment to providing safe and affordable housing has remained unchanged. We understand that stable housing provides a solid foundation for families, improves communities, and makes West Virginia stronger. Our team has worked to adapt and respond to the evolving housing needs of our state. This FY25 Annual Report shines a light on that work.

Highlights from Our Single-Family Division

Our Single-Family Division has continued to thrive, supporting countless families in achieving the dream of homeownership.

  • Providing Pathways to Homeownership: Our competitive interest rates continued to attract first-time home buyers. Nearly 1,400 borrowers purchased their first home through our programs, with 86% taking advantage of down payment and closing cost assistance.
  • Assistance to Veterans: The West Virginia Veterans’ Home Loan Mortgage Program launched in September to provide an alternative pathway to homeownership for qualified veterans. This program was created by the passage of Senate Bill 261, with $8 million in funding provided by the West Virginia Treasurer’s Unclaimed Property Trust Fund. This special program helped 32 veterans become first-time homeowners, strengthening communities and providing stability for deserving families.
  • A Statewide Network: We are proud to continue our partnerships with banks, credit unions, and independent mortgage companies across West Virginia to offer our programs, expanding our footprint in all areas of the state.

Achievements in Our Multifamily Division

Our Multifamily Division has also seen significant developments, contributing to the growth and stability of West Virginia's housing market:

  • Affordable Housing Investment: With dozens of projects underway, we are continually investing in affordable housing across the state. In FY25, we committed roughly $110.4 million in funding to these projects through our slate of housing programs, resulting in 781 safe, affordable rental units in communities across the state.
  • Partnerships and Collaborations: We can’t fulfill our mission alone. The developers, nonprofits, financial institutions, and other organizations that come to the table play an important role in making affordable housing a reality for so many low-income West Virginians. Through our Affordable Housing Fund, we awarded $1.2 million to nonprofits, housing authorities, local governments, and other eligible organizations to support their housing-related projects, and in partnership with Federal Home Loan Bank Pittsburgh awarded $1.75 million to Continuums of Care across West Virginia through the Home4Good Program. These funds will support 20 projects throughout the state to help make homelessness rare, brief, and nonrecurring.
  • Helping At-Risk Renters: With remaining Emergency Rental Assistance funding, we were able to continue assisting West Virginians at risk of homelessness or eviction. In FY25, we provided 2,634 at-risk households with more than $9.2 million in direct rental and utility assistance. This program, which sunset on September 30, 2025, has been vital to providing housing stability for at-risk West Virginia renters.

As we move forward, we remain committed to our mission of providing safe and affordable housing. We are grateful for the trust and support of our Congressional representatives, Governor Patrick Morrisey, Board of Directors, partners, stakeholders, and the communities we serve. Together, we will continue to create a brighter future for West Virginia, one home at a time.
