The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent affordable housing across West Virginia, is seeking qualified candidates for the position of Technical Services Inspector based in our Charleston Office.  Essential Functions include, but are not limited to, responsible for performing inspections of new, existing, or rehabilitated single and multifamily housing construction for compliance with HUD Housing Quality Standards, federal housing, state and/or local building codes; evaluating the construction and structure for suitability of occupancy under current federal guidelines; conducting construction document reviews, preparing detailed work write-ups, and creating preliminary cost estimates for new construction projects and the rehabilitation of existing structures; monitoring compliance of construction, issuing written reports of work progress, and accepting work prior to disbursement of progress and/or final project payments; conducting site suitability reviews and verifying the Low-Income Housing Tax Credit projects comply with the quality of housing requirements; providing technical assistance to owners, program applicants, Fund staff, and communities relative to federal, state, and local building requirements; conducting Davis-Bacon wage rate interviews on-site with contractor and sub-contractor’s employees to verify the payment of proper wages throughout construction and reviews certified payroll for compliance; conducting periodic site visits to meet with all concerned parties and report any concerns on behalf of the Fund as necessary; and responsible for driving a company owned vehicle, or having a viable means of transportation, to perform inspections, site visits, or other duties as necessary.  Core Competencies include: Communication, Conflict Management, Dependability, Project Management and Technical Skills.  High School Graduate or GED equivalent with a minimum of five years’ in both single and multifamily construction plus knowledge of Microsoft Office and construction costing programs REQUIRED; Completion of trade or technical school with experience in federal housing, rehabilitation programs, real estate sales and/or valuation PREFERRED.  Valid driver’s license, IBC/IRC inspector (HUD Qualified) and/or HUD Housing Quality Standards (HQS) Inspector.  Base salary for this position is $46,440 with final salary determined based on knowledge and experience of the successful candidate.
