The West Virginia Housing Development Fund works with more than 100 nonprofit housing organizations throughout the State to provide affordable housing services to West Virginians. Homebuyers can work with the nonprofit housing agencies in their area to apply for mortgage funds provided by the HOME, HELP and LAMP programs.
The WVHDF maintains a secure Partners Extranet area for nonprofit housing organizations to access program documents and forms.

HOME Program funds are allocated to three categories:
- NewHOME Program provides affordable financing or home repair for families below 80% of median income.
- HOMErent Program provides financing for the development of new, affordable rental units or the renovation of existing rental units.
- HOME CHDO Program provides financing to qualified nonprofit housing organizations to develop affordable housing. The money is derived from 15% of the state's HOME Program allocation.
NewHOME Program
The HOME Program is a federally funded housing program for low and very low-income individuals and families. It provides affordable financing for home repair, home purchases, and rental development. Families that are currently renters, sharing housing units with other family members, or owners of a home requiring substantial repairs to achieve property code compliance are eligible to participate. All applicants must apply through an approved nonprofit housing provider.

Housing Emergency Loan Program (HELP)
The Housing Emergency Loan Program (HELP) is designed to meet the emergency housing repair needs of low-income home owners, that threatens the health and/or safety of its inhabitants. To qualify, it must be owner occupied dwelling and land. Each applicant will be considered on a case by case basis. Loans range in amount from $1,000 to $10,000 and are available through a nonprofit housing organization in your county.

Low-Income Assisted Mortgage Program (LAMP)
The Low-Income Assisted Mortgage Program (LAMP) allows nonprofit housing agencies to sell their existing single-family loans to participating lenders so that they can raise additional funds for new housing projects. The Housing Development Fund provides a grant of up to $9,500 for each loan sale transaction.

Technical Assistance and Training Grant Program
The West Virginia Housing Development Fund administers a Technical Assistance and Training Grant Program for the benefit of nonprofit housing organizations. Nonprofits may apply for grant funding on a monthly basis. Grants are awarded on a monthly basis.

West Virginia Affordable Housing Trust Fund
The West Virginia Affordable Housing Trust Fund was created in 2001 to increase the capacity of community housing organizations to provide safe, decent, affordable housing for low-income West Virginians. The Trust Fund encourages private sector businesses and individuals to contribute capital to local nonprofit housing providers to fulfill this mission, as well as support partnerships between nonprofit housing organizations, private businesses, local communities, and government organizations.
