The Neighborhood Stabilization Program (NSP-1) was created by Congress as part of the Housing and Economic Recovery Act of 2008 to address some of the negative ramification of the current housing crisis. The crisis was caused in part by irresponsible mortgage lending. As a result significant numbers of homeowners are being foreclosed upon and many neighborhoods are being adversely impacted by foreclosed, vacant and abandoned housing. NSP-1 provides up to $3.92 billion nationally ($19.6 million in West Virginia) for emergency assistance for redevelopment of abandoned and foreclosed homes and residential properties in the State.
