Principal officers and staff of the Fund
Erica L. Boggess, CPA, Executive Director - Ms. Boggess joined the Fund in 1986, serving in various accounting and finance positions. She was appointed Deputy Director in January 2005 and was named Acting Executive Director in early 2012. Prior to joining the Fund, she worked in public accounting. Ms. Boggess is a graduate of Marshall University and is a Certified Public Accountant.
Julie Davis, Deputy Director – Production managing Single Family, Multifamily, Asset Management, and Communications - Ms. Davis joined the Fund in 1992 as an Accounting Analyst. In 2005, she became a Managing Director of Finance. She was appointed to her current position in July 2017. She serves as assistant treasurer to the Fund's Board of Directors. Ms. Davis is a graduate of Lander University in South Carolina with a degree in English and a graduate of West Virginia State University with a degree in Accounting.
Crystal Toney, Deputy Director – Administration managing Accounting, Finance, Information Services, Loan Servicing and Administration - Ms. Toney joined the Fund in 1990 as the Accounting Officer. In 1998 she became the Manager of Accounting and Investments and in 2005 she became the Managing Director of Accounting and Information Services. She was appointed to her current position in July 2017. She also serves as assistant treasurer to the Fund's Board of Directors. Ms. Toney is a graduate of Glenville State College with a Bachelor of Science degree in Accounting.
Jon M. Rogers, Senior Division Manager, Loan Origination - (Mortgage License Number 52912) - Mr. Rogers serves as the Fund's Senior Director of Loan Originations. He earned a Master’s of Science in Legal Studies from West Virginia University in 2004 and Bachelor of Science in Business Administration from West Virginia State University in 1984.
Josh Brown, Senior Manager, Asset Management and Technical Services - Mr Brown joined the Fund in 2012. Mr. Brown received a Bachelors degree in Criminal Justice from West Virginia State University and a Masters Degree in Security Management from Bellevue University in Omaha, Nebraska. Mr. Brown also completed the fair housing training curriculum offered through the Patricia Roberts Harris National Fair Housing Training Academy in Washington, DC.
Dorothy K. White, Federal Compliance Officer, Section 8 Contract Administration – Ms. White joined the Housing Development Fund in 1999 as the Senior Internal Auditor. In 2007, she became the Managing Director of Internal Audit and was appointed to her current position in February 2017. Prior to 1999, Ms. White worked in public accounting. She graduated from Marshall University and is a Certified Public Accountant.
Michelle L. Wilshere, Senior Manager, Low-Income Housing Tax Credit Program – Ms. Wilshere joined the Housing Development Fund in 1998 as the Senior Tax Credit Processor. In 2004, she became the Manager of the Low-Income Housing Tax Credit Program and was appointed to her current position in 2011. Prior to 1998, Ms. Wilshere was an accountant for several companies in the hospitality and commercial rental industries. She graduated from West Virginia State College with a bachelor’s degree in Accounting, is a Certified Public Accountant, and earned her Master’s Degree in Business Administration in 2000 from Marshall University Graduate College.
Patti Shamblin, Division Manager, Single Family Lending - (Mortgage License Number 199704) Ms. Shamblin joined the Fund in 2001, serving in various loan origination positions. She was appointed Director of Loan Origination in March 2015. Prior to joining the Fund, she worked in banking and mortgages for 19 years. She is a National and State Licensed Loan Originator.
Tammy Bonham, Division Manager, Loan Servicing - Mrs. Bonham joined the Fund in 2000, serving as Collection Manager. In October 2017, she was named Division Manager, Loan Servicing. She has nearly three decades of experience in mortgage service
Cathy Colby, Senior Manager, HOME Program - Mrs. Colby joined the Fund in 2007, working with the Low-Income Housing Tax Credit Department. In 2014 was named the Managing Director of the HOME Program.
Nathan Testman, Division Manager, Multi-Family and Commercial Lending - Mr. Testman joined the Fund in 2016. He worked in commercial banking for a number of years and served in the Army National Guard. He is a graduate of West Virginia University and holds a degree in finance.
Taran Wolford, Senior Manager, Human Resources - Mrs. Wolford joined the Fund in October of 2012 as a Human Resources Generalist. She was appointed to her current position in November 2016. She has earned a Bachelor's Degree in Business Management and an MBA from West Virginia Wesleyan in 2008. In Aug of 2009, she graduated from West Virginia University with a Masters in Labor and Industrial Relations.
Kristin A. Shaffer, Senior Legal Counsel - Ms. Shaffer joined the Housing Development Fund in 2011 as Assistant Legal Counsel. She graduated from West Virginia University in 2003 and earned her law degree from the West Virginia University College of Law in 2006.
Alicia A. Deligne, Legal Counsel Compliance - Ms. Deligne joined the Housing Development Fund in 2013 as Legal Counsel for Compliance. She graduated from Marshall University in 2002 with a Bachelor of Science in Business Administration – Accounting and earned her law degree from the West Virginia University College of Law in 2006.
Chad M. Leport, Division Manager, Accounting and Finance - Mr. Leport joined the Housing Development Fund in 2004 as the Internal Auditor. He was appointed to his present position in June 2012. Prior to 2004, Mr. Leport worked in public accounting. Mr. Leport is a graduate of West Virginia University, with a Bachelor of Science in Business Administration – Accounting, and the University of Charleston where he received a Master of Business Administration degree. He is a Certified Public Accountant.
