Principal officers and staff of the Fund
Erica L. Boggess, Acting Executive Director - Ms. Boggess joined the Fund in 1986, serving in various accounting and finance positions. She was appointed Deputy Director in January 2005. Prior to joining the Fund, she worked in public accounting. Ms. Boggess is a graduate of Marshall University and is a Certified Public Accountant.
Stephen A. Fisher, Deputy Director, Program Operations - (Mortgage License Number 199589) - Mr. Fisher joined the Fund in 1985, and served in loan operations and servicing functions. Mr. Fisher is a graduate of The Ohio State University where he received a Bachelor of Science degree and West Virginia Graduate College where he received a Master of Business Administration degree.
David Rathbun, Senior Director, Single Family Loan Origination - (Mortgage License Number 199486) - Mr. Rathbun joined the Fund in 1991 as manager of the Secondary Market Program. In 1992, he became Director of Loan Originations. He was appointed to his current position in June 2004. He formerly worked 16 years in the banking industry specializing in the secondary market. Mr. Rathbun is a graduate of Wayne State University in Michigan.
Nancy F. Parsons, Senior Director, Asset Management - Ms. Parsons joined the Fund in 1983 as a Housing Management Officer and was appointed Director of Asset Management in 1985. She was named Senior Director in June 2004. She formerly worked for the City of Montgomery, W.Va. Ms. Parsons graduated from The University of Charleston with a Bachelor of Arts in 1981. She earned her Master of Business Administration from UC in 1990.
Sherry B. Bossie, Senior Director, Tax Credits and Compliance - Ms. Bossie joined the Fund in 1989, initially responsible for the administration of The Low-Income Housing Tax Credit Program and then, additionally, the Internal Audit function. Prior to her joining the Fund, Ms. Bossie worked in public accounting, primarily performing financial audits. She is a graduate of West Virginia University and is a Certified Public Accountant.
Adola S. Miller, Senior Director, Human Resources and Communications - Ms. Miller joined the Fund in 1977, serving in various executive and human resource positions. She was appointed to her present position in November 2007. She has more than 20 years of experience in all facets of human resources and serves as an Officer of the Fund and as Assistant Secretary to its Board of Directors.
Julie Davis, Senior Director, Finance & Quality Control - Ms. Davis joined the Fund in 1992 as an Accounting Analyst. In 2005, she became a Managing Director of Finance and was appointed to her current position in June 2012. Ms. Davis is a graduate of Lander University in South Carolina with a degree in English and a graduate of West Virginia State University with a degree in Accounting.
Crystal Toney, Senior Director, Accounting and Administrative Services - Ms. Toney joined the Fund in 1990 as the Accounting Officer. In 1998 she became the Manager of Accounting and Investments and in 2005 she became the Managing Director of Accounting and Information Services. She was appointed to her current position in June 2012. Ms. Toney is a graduate of Glenville State College.
James Owrey, Managing Director, Multi-Family Programs - Mr. Owrey joined the Fund in 2013 and serves in multi-family program management. Mr. Owrey is a graduate of West Virginia Wesleyan College where he received a Bachelor of Science degree in Economics as well as a Master of Business Administration degree. He formerly worked in the fields of financial planning and higher education.
Josh Brown, Fair Housing Compliance Officer - Mr Brown joined the Fund in 2012. Mr. Brown received a Bachelors degree in Criminal Justice from West Virginia State University and a Masters Degree in Security Management from Bellevue University in Omaha, Nebraska. Mr. Brown also completed the fair housing training curriculum offered through the Patricia Roberts Harris National Fair Housing Training Academy in Washington, DC.
Dorothy K. White, Managing Director, Section 8 Contract Administration – Ms. White joined the Housing Development Fund in 1999 as the Senior Internal Auditor. In 2007, she became the Managing Director of Internal Audit and was appointed to her current position in June 2012. Prior to 1999, Ms. White worked in public accounting. She graduated from Marshall University and is a Certified Public Accountant.
Julie Aliff, Managing Director, Loan Servicing - (Mortgage License Number 199837) - Mrs. Aliff joined the Fund in 1991 in the newly-created Loan Servicing Department. Prior to joining the Fund, she worked in Mortgage Banking. She served as Customer Service Manager and then Loan Servicing Manager before becoming the Managing Director of Loan Servicing in October 2005.
